There are a few reasons (but the real reason is always money):
- Google pays Apple $3,000,000,000 per year to remain the iPhone’s default search engine.

- Apple already tried to copy Google, with Maps, and it was a huge failure.

- Google is the most used search engine, and people would probably switch from “Apple Search” to Google.
In conclusion, Apple wouldn't make as much money as they do now if they created their own search engine.
